Construction During construction, the District and its team continue to collaborate with the MSBA to report on the progress of the project and to confirm that it remains on schedule and within budget, and meets the expectation of both the District and the MSBA as defined in the Project Funding Agreement ("PFA"). Module 7 – Construction , provides information districts will need to: process Reimbursement Requests into the Pro-Pay System ; reconcile its Total Project Budget in an Amendment to the PFA to account for the actual construction costs based on executed bid/Guaranteed Maximum Price ("GMP"); and submit change orders and GMP Contingency Expenditures consideration for eligibility using the Change Order Review Log and the GMP Contingency Log . In addition to keeping the budget up to date in Pro-Pay, the District must also maintain an up-to-date project schedule, submitted monthly by the OPM together with the OPM Report. Within two weeks of the District’s approval of the General Contractor’s or Construction Manager’s construction schedule, the project schedule should be updated to contain all of the schedule activities required by Module 4 – Schematic Design, Section 4.1.2 , plus the additional enumerated Module 7 Schedule Activities . This project schedule must be kept up-to-date and submitted to the MSBA monthly with the OPM Report.

MSBA Process The MSBA’s grant program for school building construction and renovation projects is a non-entitlement competitive program. The MSBA’s Board of Directors approves grants based on need and urgency as expressed by the City, Town, Regional School District or independent agricultural and technical school and validated by the MSBA. Once the MSBA Board of Directors invites a District to participate in the MSBA’s grant program, the District and the MSBA work together, in a collaborative process, as outlined below. Preferred Schematic Report PSR is scheduled to begin in Winter 2026

Feasibility Study The purpose of the Feasibility Study is for the District, its OPM (for projects with estimated construction costs in excess of $1.5 million), its Designer, and the MSBA to explore potential solutions that meet the requirements of the District’s Educational Program, and to determine the most cost effective and educationally appropriate solution for the MSBA Board of Directors' consideration. The Feasibility Study consists of the Preliminary Design Program (PDP) & The Preferred Schematic Report (PSR). Preliminary Design Program Alternatives Please see below to view the proposed alternatives for the PDP. These consist of base building repairs, additions/renovations, & new construction options. These also span across both the current Essex Elementary School site and the Manchester Memorial Elementary School site along with covering multiple grade configurations

Detailed Design & Construction Documents The District and its team continue to advance the project and the MSBA continues to monitor the project to ensure it remains on track and meets the expectation of both the District and the MSBA as defined in the Project Funding Agreement. In general terms, the MSBA ensures that the project team works within the requirements contained in the MSBA’s Base Contracts and Base Contract Amendments for Owner's Project Managers (OPM) and Designer Services . Additionally, the MSBA assigns a Commissioning Consultant to the project who facilitates an intensive quality assurance process and ensures that the new or renovated building operates efficiently and as the owner intended. Specifically, the District and its team generate construction documents which are reviewed by the MSBA in accordance with the requirements prescribed in the above-mentioned contracts.

Schematic Design Based upon the completed Feasibility Study, the District and its team, in collaboration with the MSBA, develop a robust schematic design of sufficient detail to establish the scope, budget and schedule for the Proposed Project. The project team will create a set of Schematic Design drawings and specifications to help create the final & total project budget.
